As mandated by the Ministry of Manpower (MOM), Employment Agencies (EA) are required to gather candidate information and consent prior to submitting profiles for consideration for employment. This includes full IC number, and is for the purpose of providing MOM with documentation of EA activities. For candidates who have never worked or lived in Singapore, the requirement is passport number.
This change took effect from 01 October, 2020:

Under the revised Employment Agencies Licence Condition 5(b), employment agencies (EAs) are required to collect the personal data (e.g. NRIC, FIN) of applicants referred to employers for permanent or contract job positions of at least 6 months with a fixed monthly salary of $3,300 and above.
